P.C Richardson advised that the vehicle fires on Scarthin were caused by an electrical fault on one of the vehicles and the people caught attempting to steal the troughs are still on bail. Community Support Officers that would patrol Cromford will be applied for in the next allocation of funding. Discussions took place with P.C Richardson regarding the speed of traffic on the Hill. P.C Richardson agreed to request that speed gun be used on the Hill to try to deter offenders. P.C Richardson was thanked for his attendance and left the meeting at 7.55pm. 05/7.6 DERBYSHIRE AGGREGATES LEVY GRANT SCHEME Cllr Bowman met with Tanya McBurney to look at the areas that may be suitable for notice boards. Ms McBurney stated that planning consent may not be required but asked that the notice boards be traditional in style and be kept at a minimum. The Clerk is to write to Ms McBurney for confirmation that planning permission is not required. 05/7.7 BEAR PIT - CLEANING The Clerk advised that D.D.D.C currently cleaned the Bear Pit four times a year and were prepared to carry out further cleans at C.P.Cs expense £141.00 per clean. Resolved: C.P.C pay for 2 extra cleans of Bear Pit a year @ £141.00 per clean. 05/7.8 REFUSE BIN & BUS SHELTER CORNER OF BARNWELL LANE & THE HILL A new refuse bin has now been installed. The Clerk is to write to D.D.D.C requesting the litter bin fitted on the boules pitch at the Community Centre is moved to the Lime Yard entrance.

It was reported that D.C.C DALGS bid has been successful Cllr Watson reported that 37 forms had been sent out to Scarthin residents explaining the proposed parking scheme and asking for their views the result is: 15 in favour 5 against 1 abstention (16 not returned) Resolved: That a parking space be created for the use of customers of the Post Office and the Chemist with a 30 minute time limit Mon Fri 9.00 am 5.00pm The Clerk is to write to Mary Wardle. P Berry is to get the tree removed The Clerk has spoken with D Pargeter and Cllr Roose is to meet with Tarmacs gardener. 05/7.11 PARISH NOTICEBOARD (S) See 05/7.6 05/7.12 WORLD HERITAGE PARTNERSHIP MEETING CLLR A WATSON TO REPORT Cllr Watson attended the meeting as C.P.Cs representative and gave members a report. Cllr Watson advised that funding for the partnership was only until March 06 and it had been suggested that institutions associated with the World Heritage Site make donations. It was moved that financial support was agreed in principle. 05/7.13 DALC EXECUTIVE COMMITTEE VACANCY Discussions took place and it was agreed that C.P.C would abstain from voting. 05/7.14 PARISH COUNCIL CONFERENCES Members were informed of the forthcoming conferences. 05/7.15 FINANCE

The dwelling responsible was converted in 2001 and the plans stated that there was no dedicated parking. After three visits to D.D.D.C the plans relating to this matter could not be located. It was agreed by members to try and clarify this situation with D.D.D.C and enquire as to why the file was not available. Mrs Wright advised that she was almost hit by a car driving too fast along Scarthin. Discussions took place and it was agreed that C.P.C would write to D.C.C requesting a reduced speed limit or other alternative that would encourage drivers to reduce their speed in this area. 05/8.2 APOLOGIES Cllr Naylor, Lowe, Roose, Whittaker & March 05/8.3 DECLARATIONS OF INTERESTS Cllrs Crosby & Bowman declared an interest in planning application 05/000462/FULErection of vehicular maintenance workshop, associated access & parking Mr G Millward, Land at Porter Lane, Cromford Hill.(Site meeting & additional plans) 05/8.4 MINUTES 20th July 2005 The Minutes were accepted as a true record and signed by the Chair incorporating the following amendments. 05/7.9 (ii) It was also agreed to write to Mary Wardle regarding signs & markings on Scarthin. 05/7.17 (i) Resolved: To object to some modifications of the local plan. 05/8.5 POLICE MATTERS It was reported that cars are continuing to travel the wrong way on Scarthin. C.P.C are currently waiting for D.C.C to fit new signs and re-mark the highway. Cllr Becketts front window was smashed on Friday evening. He made three attempts to contact the police but the telephone was not answered. It was agreed to write to CSI Roger Flint and report that the telephone is not being answered. Cllr Beckett also reported that a residents wing mirror has been broken for the fourth time in four months and people continue to urinate outside Cllr Becketts front door. 05/8.6 DERBYSHIRE AGGREGATES LEVY GRANT SCHEME The Clerk read a reply from Tanya McBurney regarding planning permission for the new noticeboards. Cllr Bowman passed round photographs of local noticeboards and asked members for comments. It was reported that D.C.C DALGS bid has been successful A letter has been sent to Mary Wardle (D.C.C) It was confirmed that the pavements on the Hill are swept only four times a year. The Chair agreed to speak with Dave Green (D.D.D.C) and request that the frequency of the sweeping is increased. 05/8.9 USE OF LAND ADJACENT TO ALABASTER LANE It was reported that quad bikes are being used 2 3 times a week in fields adjacent to Alabaster Lane. The appearance of the area has been changed with the removal of stones, brush being cut back and trees cut down. A public footpath crosses one field and the land is adjacent to a SSSI. It was agreed to write to D.D.D.C expressing concern and requesting a statement of use for the land. Copies of the letter are also to be sent to English Nature and Derbyshire Wildlife Trust. 05/8.10 NEWSLETTER Articles are required by the September meeting. 05/8.11 FOOTPATHS

Mr Hooton also suggested that a sign be erected by the plastic recycling skip asking for the bottles to be flattened thus allowing more cartons in the skip. The Clerk is to contact D.D.D.C. 05/9.2 APOLOGIES Cllr Bowman and the Derbyshire Constabulary representative 05/9.3 DECLARATIONS OF INTERESTS None 05/9.4 MINUTES 17th August 2005 The Minutes were accepted as a true record and signed by the Chair. 05/9.5 POLICE MATTERS It was reported that cars are once again speeding from the North Street play area along North Street at night with stereos blasting out. 05/9.6 ITEMS RELEVANT TO D.C.C & D.D.D.C Cllr Watson requested a reflector be fitted on a concrete bollard situated on the Hill to assist the partially sighted / blind. Gravel from road resurfacing is causing a nuisance on the footpath on Hawthorn Drive. Cllr Ratcliffe is to look into these matters. A request for the sweeping of Water Lane, Intake Lane and the removal of weeds from Intake Lane is to be dealt with by Cllr J March. The Chair has spoken with D Green (D.D.D.C) requesting that the Hill be swept more regularly due to the Quarry dust and he suggested D.D.D.C speak with Tarmac as they may be prepared to help. A resident is experiencing problems with a builder who is causing a nuisance whilst renovating a property. Cllr Ratcliffe is to speak with P Berry & N Hickman. Cllr Page entered the meeting at 7.50pm 05/9.7 CAMPAIGN FOR SUSTAINABLE COMMUNITIES BILL The Chair passed around a document relating to this bill for members to peruse.

A letter was read to members from M Sloan (D.C.C) stating numerous reasons as to why the speed limit cannot be reduced. The Chair agreed to write to M Sloan asking for suggestions of what could be done. The Footpath Warden reported that the work has still not been carried out. It was agreed that a letter be sent to Mr Pargeter (Tarmac). The Footpath Warden agreed to strim this area in future. It was suggested that maintenance be carried out on footpath 62m . Cllr Lowe and Mr J Mee are to inspect this area. Cllr March left the meeting at 8.25pm Cllr Crosby advised that John Farmley a Cromford resident has offered to walk the footpaths in Cromford and report any concerns. The Footpath Warden & members were happy to accept this help but stressed that Mr Farmley must not carry out any work due to insurance.

Cllr Page entered the meeting at 7.40. 05/10.1 PUBLIC OPEN FORUM Mrs Woodcock & Ms Johnstone reported problems near their properties on North Street. There is a particular area which is a mess due to the highway being broken and drainage problems and concern was expressed regarding the danger of flooding. Mrs Woodcock and Ms Johnstone advised that they are willing, along with neighbours, to pay for improvements but would like advice regarding the implications of doing this. The Clerk is to make enquiries. Cllr Ratcliffe entered the meeting at 7.50. The meeting is to take place on 3rd November Cllrs Roose and Naylor will be C.P.Cs representatives with Cllr Bowman as reserve. 05/10.6 ITEMS RELEVANT TO D.C.C & D.D.D.C Cllr Ratcliffe advised that she had requested the surplus gravel on Hawthorn Drive be swept and a reflector be fitted on the concrete bollard on the Hill. She reported that 3 buses have been purchased and a service from Nottingham to Buxton will now run every hour. Cllr Naylor reported on his removal of fly posters, cable ties etc from street furniture within half a mile of the A6 traffic lights. The total of cable ties, string & wire removed were 191 plus posters etc. Cllr Naylor offered to remove these items each month to improve the look of Cromford and his offer was accepted. Cllr March agreed to speak with D.D.D.C planning regarding old notices not being removed and Cllr Ratcliffe agreed to investigate the legalities of posters etc. The Clerk reported the Bear Pit has been cleaned. 05/10.7 D.A.L.G.S Forms have been received and need to be completed by January 2006. Complaints from residents have been received and Cllr March agreed to investigate the matter. A letter was received from D.C.C stating that as a result of our concerns improvements have been made. 05/10.9 USE OF LAND ADJACENT TO ALABASTER LANE D.D.D.C have replied to C.P.Cs letter and currently trying to establish ownership of this land. 05/10.10 NEWSLETTER Cllr Naylor agreed to produce a newsletter for Christmas. 05/10.11 FOOTPATHS

A street light on the Hill is out and is currently obscured by a tree. The Willersley Lane sign has still not been replaced. Cllr Elliott reported the following: Applicants are responsible for the removal of planning notices and Cllr March has reported the weeds on Intake to the relevant department. 05/11.7 D.A.L.G.S Cllr Bowman is writing to Tanya McBurney with regard to C.P.Cs choice of new noticeboard and is to obtain 3 quotes.

Highways continued Cllr Bowman reported that new lines have been painted on the road at the end of Scarthin. Cllr page entered the meeting at 7.55pm. 05/11.9 USE OF LAND ADJACENT TO ALABASTER LANE The land has been inspected by Alan James who is satisfied with its condition. Mr James suggested that a diary be kept if quad bikes etc are being used on a regular basis. Cllr Elliott left the meeting at 8.00pm 05/11.10 TO APPROVE DATE OF DECEMBER MEETING THURSDAY 15TH DECEMBER 2005 It was agreed that the monthly meeting for December be held on 15.12.05. 05/11.11 NEWSLETTER Cllr Naylor handed each member newsletters for circulation. Cllr Naylor offered to produce a newsletter four times a year .The chair accepted this offer and thanked Cllr Naylor for his hard work in getting this newsletter produced at short notice. Thanks were sent to Cllr Beckett for his efforts in producing the newsletter in the past. 05/11.12 DRAFT GUIDANCE ON THE CLEAN NEIGHBOURHOODS & ENVIRONMENT ACT 2005 A discussion took place regarding this act and many concerns were expressed. Members are to look at the act more closely to ascertain the implications this may have. 05/11.13 FOOTPATHS

Councillors informed Mr Fletcher that the extension was approved some time ago and had undergone a long consultation process. Cllr Beckett informed members that he was happy to continue to produce the newsletter along with Cllr Naylor. 05/12.10 CHRISTMAS TREE The village Christmas tree was again kindly donated & erected by Mr Sturt and his helpers . Unfortunately due to insurance Mr Sturt informed Cllr Whitworth that he will be unable to erect the tree next year. Councillors agreed that alternative arrangements should be looked at in early 2006. The Clerk is to write to Mr Sturt expressing C.P.Cs gratitude for his kind donation and help 05/12.11 FOOTPATHS
Notification has been received that the work on the footpaths is now completed. The Footpath Warden is to inspect the paths. The Footpath Warden met with Leon Haywood (B.T.C.V) to inspect footpath 62. A quotation has now been received from B.T.C.V for £632 and the work can commence in February. Date should read Thursday 15th December 2005. 06/01.5 POLICE MATTERS Cllr March informed members that during a meeting Inspector Corton had confirmed that a Beat Officer will be appointed for Cromford, Matlock Bath & Bonsall by March. Inspector Corton would also be happy to contribute to the newsletter. Cllr Naylor reported that in a neighbouring county, members of the public are being trained to use speed guns in a scheme to deter speeding motorists. Cllr Ratcliffe informed members of discussions she has had with the police regarding speed enforcement. Members agreed that a letter should be sent to Inspector Corton regarding speeding on The Hill. Cllr Crosby advised that youths had been spotted messing with bins in Castle View Drive and the police had responded very quickly. 06/01.6 ITEMS RELEVANT TO D.C.C & D.D.D.C Cllr Crosby enquired if there was any further news of the possibility of a refuse amenity site in the area. Cllr Ratcliffe updated members on this issue and advised that she had suggested Ambergate as a site and explained why. A letter is to be sent to D.C.C asking what progress has been made to date regarding a civic amenity site in the area. A copy of a letter to be sent to North Street residents was supplied to members for their perusal and comments. Cllr Ratcliffe explained that this latest survey had to be done as the previous one is now out of date. After assistance from Cllr March the sign for 5 & 6 Arkwright Gardens are to be made in this financial year. Cllr Watson reported on what a professional job has been made of cleaning out the dam. A letter is to be sent to D.D.D.C to express thanks. Cllr Ratcliffe reported that money has been set aside for each district to have a childrens centre 0 5 years. Wirksworth & St Giles are the wards that have been chosen. The refurbished playground in Cromford has been deemed as a model. Cllrs March & Ratcliffe left the meeting at 8.20pm. 06/03.1 PUBLIC OPEN FORUM 06/03.2 APOLOGIES Cllrs Beckett, Crosby, March, PC A Wright 06/03.3 DECLARATIONS OF INTERESTS None 06/03.4 MINUTES 15th February 2006 The Minutes were accepted as a true record and signed by the Chair. 06/03.5 POLICE MATTERS The Clerk informed members that the new beat officer for Cromford & Matlock Bath is Andrew Wright. PC Wright has been in contact by email and hopes to attend future meetings. Cllr Whittaker advised that the school railings have been badly damaged by a vehicle and the police have been notified. The Head of the school has supplied the police with the registration number of the vehicle involved, which was given to her by witnesses of the accident. The clerk read an email from P.C Wright regarding the incident. It was agreed that a letter be sent to the police regarding this matter. A car has caused considerable damage to Cromford Bridge. This matter has been reported to the police and D.C.C as the initial damage caused a gap in the bridge of approx 1 1/2 " and this has now increased to 3 1/2".Cllr Lowe has been informed by Dean Latham (D.C.C) that this matter is being treated as a priority. Cllr Naylor will let everyone have their copies for distribution. 06/03.10 CHRISTMAS TREE LIGHTS The Clerk is to speak with Matlock Town Council re erection and supply of their tree & lights. 06/03.11 CROMFORD POST OFFICE The chair reported that the Post Office had to be closed for approximately two weeks due to Mr Smedley being ill. This caused difficulties for many residents, but especially pensioners. The system for someone else to run the Post Office was very complicated and drawn out. It was agreed to arrange a meeting with Mr Smedley in the near future. 06/03.12 FOOTPATHS
The work is complete and has been inspected by Mr Mee. The invoice has been received and it was agreed that it should be paid. Concern has been expressed by various residents regarding the felling of trees around footpath 6MB. The Clerk is to supply Mr Mee with plans received regarding this. Members were informed that two trees on Toc H property near Cromford School were showing signs of Dutch Elm disease. The Clerk is to write to Toc H. 06/04.1 PUBLIC OPEN FORUM 06/04.2 APOLOGIES Cllrs March, Bowman & Mr J Mee 06/04.3 DECLARATIONS OF INTERESTS Cllr Beckett declared an interest in planning application 06/0216/FUL for Mr D Mitchell, Scarthin Books, Cromford 06/04.4 MINUTES 15th March 2006 The Minutes were accepted as a true record and signed by the Chair. 06/04.5 POLICE MATTERS P.C Wright introduced himself as the new Beat Officer for Cromford, Matlock Bath & Bonsall. P.C Wright advised members that he will use a push bike on his beat and hopes to use an office within Cromford Mill where he will be contactable. Cllr Ratcliffe arrived at 7.40pm Cllr Whittaker advised that the police had found the person who damaged the school railings and the railings are to be repaired. Members expressed their gratitude to the police for their work on this matter Cllr Ratcliffe informed P.C Wright of traffic concerns in the area and he advised that he would monitor the situation 06/04.6 ITEMS RELEVANT TO D.C.C & D.D.D.C
An invitation to the official opening of the play area had been received. Cllrs Watson, Whittaker and Crosby will attend. The Clerk has spoken with D.D.D.C and they agreed to erect "No Dogs allowed" signs around the play area. Cllr Ratcliffe informed members that Cllr March sends his regards and has 1 more treatment to undergo. All members sent Cllr March their very best wishes. Gold Card holders now receive free travel within Derbyshire and on some journeys started in Derbyshire. Comments have been received on the state of the High Peak Trail, improvements are to be made with the incline the high priority. Cllrs reported that there is a broken paving stone outside the Greyhound and a damaged kerb stone outside the Boat Inn. Cllr Ratcliffe is to report these matters to the relevant department. Work is progressing and the footpath is clear. It was reported that a small tree is down on footpath 60. Cllr Ratcliffe agreed to contact P Berry. Cllr Beckett advised that a resident had suggested organising a working party to tidy the village footpaths. It was agreed to discuss this with J Mee.
